10 Million Youth to Be Trained in AI in One Year. The Existing Channel Delivers About 50,000.
Alongside the semiconductor announcements, the Prime Minister said one crore — ten million — young people will be trained in AI skills over the next year. The target is an order of magnitude beyond anything the existing skilling infrastructure has delivered, and the arithmetic is worth doing because the same structural question applies to semiconductor training.
The government’s primary AI skilling vehicle is Pradhan Mantri Kaushal Vikas Yojana 4.0. As of 30 June 2026, PMKVY 4.0 had enrolled 53,449 candidates in AI-related job roles, of whom 25,466 had been certified, according to a parliamentary reply. Extrapolated across a full year, that pace implies roughly 50,000 AI-certified graduates annually from the existing channel — against a stated target of ten million.
The gap is not marginal. It is roughly 187 times the current delivery rate.
This is not an argument that the target is wrong. Ambitious national targets have a legitimate function: they create the political cover and budget authority that delivery infrastructure is then built against. The question is what gets built, by whom, and how quickly.
For anyone planning semiconductor training programmes, this is the most useful precedent available, because it is the same structure one layer over. A target is announced at the highest level. The existing delivery channel is sized for a fraction of it. The gap is then filled by whoever can stand up capacity fastest — which historically means private providers, edtech platforms, and institutions that already have infrastructure and only need a curriculum and a certification path.
Semicon 2.0’s Pillar 6 is at the same point: a ₹1,000 crore provision for industry-led training centres, expansion from 320 institutions toward 500, cleanroom operations and fab construction added to the mandate, and operational guidelines still awaited. The institutions that move before the guidelines publish — industry MoU signed, physical capability identified, NSQF mapping drafted — will be the ones the scheme finds ready when it opens. The AI number shows what happens to everyone who waits: the capacity gets filled, just not by them.
